Biography

"MICHAEL JL NICHOLSON BSc(Hons) FRICS is Deputy-Chairman of the PSI Alliance (an association of private sector PSI re-users from across the EU), Chairman of the Locus Association (the equivalent of the PSI Alliance in the UK) and a member of APPSI, the Ministerial Advisory Panel on Public Sector Information.
He is founder and CEO of Intelligent Addressing Limited. His previous business, Property Intelligence plc, the provider of the FOCUS online information service, was sold to the Costar Group of Bethesda, USA, in 2003."

Abstract: “Public Sector Information: creating a more open market-place and greater value through re-use”

Public sector information (PSI) is vital for good government and also essential for the activities of the private sector and citizen alike. The speaker considers current barriers to PSI access and how to incentivise the private sector to become more engaged in its wider dissemination in order to maximise its value.

Questioning the proper boundaries of State activity, he points to the lack of a clear definition of “public task” and debates whether the State should act as a commercial entrepreneur. Finally he introduces a new EU association of private sector companies re-using PSI, the “PSI Alliance”, which is encouraging change through informing organisations and politicians of the current situation and warning that opportunities for innovation, employment creation and user benefits are currently being lost.
